The group of ladies in this c.1940 photo represented the Otter Women's Institute, and were instrumental in leading the Otter community's war effort by holding "home work" sales of baked and handcrafted goods as well as providing refreshments for fundraising dances and whist tournaments held at the community hall.
They would have also helped wherever else they were needed at the time, whether it was assisting young mothers whose husbands were away fighting overseas, putting together packages for Canadian POWs or welcoming war brides when the war ended. These ladies, and those in neighbouring Women's Institutes, knew how to hold a community together in times of challenge.
